ACT10Npack is right, you'll never be able to have EXACTLY the same cut and style as another person, since you'll have different hair, different volume, different bone structure, etc.
However, you can always try for something close. I'm not a professional stylist by any means, but I do have an interest in hairstyles. These are just my opinions based on the photo:
My advice is to take that exact picture to a very talented stylist (it may cost a bit, but it'd be worth going to someone that understands how to add texture and not do a simple one length cut). They could do some razor texturing and a really nice scissors cut to get an approximation of that look. There appear to be a few different lengths in there, and I doubt it's something that your local Fantastic Sam's could do with clippers...don't think it's exactly a job for an old-school barber, either. Notice that ther aren't a lot of blunt cuts, it's more tapered, which makes me think either CAREFUL use of thinning shears, or more likely the ends have been razored (which adds texture and helps to get a really nice blend between lengths).
Based on the fact that the hair in the picture is matte and doesn't look clumpy like gelled hair, I'd assume that you'd need to use either a wax or styling paste to get the hair to stay in shape, while keeping that soft, textured finish.

P.S. ACT10Npack, it's definitely possible to have that much hair, so long as your hair will grow that long. Mine used to be about 26-28", but now that it's thinning it'll only grow about 16-18". I'm a diffuse NW5, but with careful styling I can get it looking pretty decent (in the interest of full disclosure, I use both concealers and a partial hairpiece, but if your hair's thicker than mine or you're not as receded you could get away with just careful styling and maybe a little Prothik or Toppik).
