Fue Scaring Visibility From Different Areas Of The Body

I had a question on FUE. From my understand FUE can only be seen or visible if the extraction is in the middle of where other hair is; so if somebody was to take hair from the chest or other area where no hair is around it it should not be visible. Is this correct? Thank you.
