Foam causes dandruff but liquid doesn't?

Isn't it supposed to be the other way around? When I used the liquid I had no sides, but I tried the foam and got chunky, gooey-textured dandruff that itched. Why is that? Is the lack of itching on liquid minoxidil a sign of it not working?
