But 1 mg of dutasteride is more powerful than combo finasteride(1mg) + dutasteride(0.5mg). Because 1 mg of dutasteride blocks greater percentage of Type-I-5ard. All DHT type II is already blocked by finasteride (1mg) so it is mostly DHT-Type I which is left, and which you can reduce by increasing dutasteride dose to some level. If you want significant reduction in scalp DHT level, I would advise to use 1 mg of dutasteride instead of mixing finasteride and dutasteride.

Do you have any idea why is dutasteride more potent in inhibiting 5ard-II and 5ard-I. Is it because it has longer half-life time, or this is result of its greater affinity towards this enzymes ? Does dutasteride inhibit any other enzymes ?

Both. Greater affinity, and a higher steady state concentration makes it more effective at inhibiting 5ar II enzymes mg for mg. It takes around fifty times to a hundred times the dose for finasteride to achieve the same levels of inhibition of dutasteride at 0.5mg, which is around 99% inhibition. Finasteride plateaus at 85-90% inhibition for around 1mg, needing a lot bigger doses to get marginal inhibtion. I recall 50 to 100 mg was sufficent for almost complete 5-AR II inhibition.

It's around the 90s inside the follicle, which is what matters. Scalp DHT levels mean little. Serum DHT levels mean nothing.
