Finasteride does not affect serum testosterone levels?

I read a few old posts and i noticed these studies:

"Finasteride caused a significant decrease in serum dihydrotestosterone after 6 and 12 months, but no effect on serum testosterone."

so which is it? does testosterone levels increase or not? has there been any more recent studies that discredit these?
