I have dry ink from my job and its on my fingers and no matter how much I try getting it off it won't come off...if I shower and rub my shampoo in with my inked fingers then can that ink get on my scalp and clog hair follicles or pours?

Almost as stupid as the guy who said his cat licking his head was a sign from god to not use minoxidil.

No, "clogged pores" is bs.
Unless you fill concrete on your scalp, there is no such idea of "clogged pores".
The hair continually grows and so it pushes out any dirt that could get under the scalp, in the "hair channel", and at the same time there's a continuous flow of sebum, near the hair from underneath the scalp to the exterior.
And, logically, if that ink doesn't come out when you try hard to clean it, why would it get out so easy when you touch your scalp with the fingers?

Interesting. I used to doodle on myself as a teenager, now suffer from hair loss. Someone needs to look into this.

Dude, no offense, but think a little...
two variants:
1) clean your fingers from the ink best as you can
2)if the ink doesn't clean out no matter how hard you try, how on earth could it "clog pores" on your head?????????????

Noooooo.
Now , are you really serious with this questions or you're making fun of us?
Dude, your hair cannot be affected in any way by touchning your scalp with some ink on your fingers.
The hair follcile is 3-4 mm under the skin. Even if you pour plenty of ink on your head, most probably no bit would get to the hair follicles.

I dunno man, just like mabye the ink got in my system and blood took it to the follicle, which then caused damage over time. Half my class would doodle on themselves, half probs now have some degree of hair loss, mabye its the missing piece of the puzzle. I would say start a petition to ban pens and see how that affects hair loss on the population in 20 years, but knowing the goverment they wouldnt want to kill the hair loss industry and keep pens in the hands of unsuspecting hands of teenagers.
