Does topical finasteride 1% + 17α-Estradiol makes sense if I'm already on dutasteride and oral minoxidil?

I went to my trichologist and I told him I'm still losing ground on oral dutasteride and oral minoxidil. He prescribed me Topical Finasteride and topical 17α-Estradiol. As far as I know, both of them does the same or even less than oral dutasteride. Idk why he prescribed me something that won't work. In case I finally apply it, I want to do it myself because it is too expensive if I buy it premixed. How can i make it?
