I have just started taking minoxidil from a week ago and I notice that I am losing hairs three times as I lost before. I had not taken finasteride because of health issues. I have Norwood 2.5 baldness now and I am 22. Will taking minoxidil circulate more dht to my scalp and make things worse?

Almost every person who starts minoxidil goes through an initial shed. Your hair WILL go below baseline during this initial shed. After a few months (minimum), the shedding should stop and hair growth will begin.
If you're not taking an anti-androgen though, eventually your hair loss will catch up to you and nullify all gains from minoxidil. What health issues made you not take finasteride, if it's alright to ask?

One of my breast is enlarged, also I have heard that it can increase the chances of prostrate cancer and can be harmful to liver (I have no idea how true are those claims) but I weighted my options and decided not to take finasteride.

What is your balding pattern? If you don't have any family members with hair loss, it might be telogen effluvium. Unfortunately there is no real cure for this, though some people have had varying degrees of success with different home remedies.
