Do People With No Hair Loss Use Toppik?

OK so I have a question. Do people with no hair loss use toppik to make their hair look even fuller?

For example I have noticed this in some celebrities or football players. Now Sergio Ramos for example has an amazing head of hair but sometimes in some photos his hair looks lifeless and other times it looks amazingly full.

Or not sure if many know him but Stephen Amell from the TV show Arrow, he usually keeps his hair quite short. But sometimes I have noticed his scalp is very see through and sometimes it is perfectly full and no scalp visible.
