Definition of "thinning" hair

When people say that there hair is "thinning" does it mean that they are losing density in the number of hairs, or does it mean that there actual hair is getting finer?

Hair loss 101, individual hairs get finer and finer with each growth cycle, and then disappear altogether.

Yeah, after some thought, it's pretty obvious that thinning means thinning (as Finn said) as opposed to actual strand loss, ​but people interchange the two sometimes.

I've been guilty of doing that at times.

So I understand the concept of miniaturization, hair falls out and the next hair grows thinner. However, is it common for hair to NOT fall out, but get thinner? This is what I notice on my hairline. I've kept track of the hairs on the very front, middle part of my hairline and they have slowly become thinner and thinner without falling out. Started noticing this when I began minoxidil.
