Could this be used as a CB vehicle?

Could a topical with the following ingredients be used as a CB vehicle?

Alcohol denat., Aqua/ water, PEG-40, vitamin B6, Zinc PCA, vitamin E, vitamin B5, vitamin C, citric acid, Serenoa Serrulata (Saw palmetto).

I can't get a hold of 95 % ethanol, so I am trying to find something else that I can use.
