Sure. I don't have any particular problem with the generally accepted notion that medical treatment may push follicles that are currently resting into a new growth phase, with the accompanying sudden loss of their telogen hairs. But why would that be incompatible with the idea that follicles and their hairs can ALSO be strengthened when treatment is begun mid-anagen?
Dr. Proctor has mentioned over the years that sometimes you can see shed hairs that enlarged a bit over their length, in response to treatment (or continued to miniaturize, for that matter, due to male pattern baldness).
