Bumpy, thin scalp in balding area?

Hi everybody,

Long time lurker here. The title says it all. My scalp in the balding area, which is approximately the Norwood 4 area is very bumpy and seems thinner and tighter than the sides. My smooth forehead has a Ridge where my receding hairline starts. The scalp where I have healthy hair seems very healthy and thick, smooth and softer.

This really makes me think that the issue with scalp could be the problem. Any thoughts?

Can't really see the bumps but inflammation looks prevalent. Dropping shampoo and conditioner has helped slightly. What should I do for the inflammation? Can't take finasteride, bad sides.
