I thought this one was already accepted as effective? Or was that just the claim after unscientific experimentation by message board users?

If CB0301 turns out to be hype as well, it will be time to forget about it all, stock up on finasteride/minoxidil, and shut all the message boards down. What a waste of time.

CB 03 01 isn't hype, it's the real deal, the issue is the vehicle which might stop it from reaching mass market but might be offered in clinics who will have the adequate equipment if they get good results in the trials.
