Baby Hairs Sign Of Regrowth Or Recession?

I lost some hair on one side of my hairline due to stress and anxiety/panic attacks last year.
Are these baby hairs signs of regrowth or is it early signs of miniaturisation?

Was it there before? Like did you completely lose hair there and it grew that small hair?
