I have it in form of 20%, is thire evidance that it can be bad if used on temples?

I hate to break it to you, but there's really no evidence it works for hair loss at all....but I'm sure it won't hurt your temples a bit.

In vitro, azelaic acid acted as a scavenger of oxy radicals and inhibits a variety of oxidoreductive enzymes including 5-alpha reductase, the enzyme responsible for converting testosterone to DHT. Azelaic acid (0.1 to 3.0 mmol/l) has been shown to produce a competitive concentration dependent inhibition of 5-alpha reductase activity in homogenates of human foreskin. Azelaic acid is being studied for potential antimycotic and antiviral properties. The multiple actions of azelaic acid cause a normalization of keratinization and a decrease in the free fatty acid content of skin surface lipids.

That was a study on human foreskins in a test tube and was also combined with zinc and b-6. Azelaic acid has never been proven to inhibit 5ar on a human scalp. Dr. Lee has a monetary interest in convincing people it works without providing a shred of evidence other than that one study. (or he's in denial as I've heard it stated here) I'm not saying it doesn't work....that hasn't been proven either....but I wouldn't bet my hair on it when there's other treatments with proven track records.
