Any recipes on how to make minoxidil a cream ?

Tried mixing it up with few things already -
Alcohol / alcohol&apple cider vinegar - good for absorption, not so easy to apply (drips like lavafalls from yor head
Oils - doesnt mix well with the alcohol thats already in the liquid,

Gotta find a wat to make it like a cream
