There is definitely a recession. I would say that this is norwood 2. I highly recommend starting finasteride.

This may seem like a receding hairline from the frontal edges but it's hard to tell by just looking at the picture. Did you go to a dermatologist? If not, then you must visit a good dermatologist near you. I guess you are not losing hair except from the front, right? Visit a good hair doctor near you, he/she will be able to examine your scalp properly and will advise any necessary solutions.
