I don't think they do much. A lot of ads say "FDA approved" but they're approved to use safely, not approved for actually making hair grow.

You don't need to "clear the market for treatments that might work better". If a better treatment comes along people will use it, the presence of an older and less effective treatment isn't stopping anyone unless that person is a retard. Just let people use the treatment they want.
