Answering my own question: I mailed Dr. Proctor about my doubt and he was kind enough to reply. He says that yes its OK to use 1% nizoral before NANO and he confirmed the fact that the active ingredients in NANO suppress lathering.

Yes, I agree. The 1% seems to be less harsh and seems to leave my scalp more healthy. The 2% sometimes causes itching. I try to leave the 1% on my head slightly longer than the usual 2-3 minutes.
