Would Taking Estrofem (oestradiol) Without A Anti-androgen Work

To not nuke Testosterone levels would taking Estrofem (Oestradiol) in small doses with Finasteride work without taking spironolactone or Androcur?

Example: 1mg Finasteride + 1mg Estrogem

Why not just stick with Finasteride? Why add estrogen?
