When to start Propecia 1mg ?

I have been on Minoxidil for many years.
Since I began a course of laser therapy since August this year, they gave me their own topical solution split in 3 phases.
I believe this is the split- Ph1: 2% minoxidil. Ph2: 5% monox. Ph3: 5% minoxidil+topical Finasteride.
I suspect this is to have the minoxidil virgins acquainted to the substance gradually, but I just took on their regime anyway.
They advised there could be shedding each time I started a phase, which I either did not pay enough attention to or did not experience anything notable. To this day, I do not think this combination of laser+topical solution has done much, and starting to get rather tired of their empty promises.

I have just ordered 6-mths supply of Propecia 1mg. I also understand that there is likely to be some shedding....
Any opinions on when would a good time be to start Propecia? I still have 2 months of laser therapy left, and I wonder if there would be any benefit to complete it before throwing Propecia into the equation. ...

On a separate note, I have long hair (apologies for poor pic quality) and have been told time and time again by hair dressers/clinic that these very short strands sticking out of the lengthy lot are likely to be new growth (rather than what has split, as ends look smooth). But over the years all I could see is the hairline going back further, so now I am rather scared of seeing more of it. Part of me hopes it is the laser/minoxidil/Fina combo causing more of it, especially mid frontal area... and they would grow back stronger. Am I fooling myself?

You should've started Propecia when you first started balding. Yes, your hair will grow back stronger with the drug added in, you're not fooling yourself since Finasteride and Minoxidil are the top baldness treatments on the market as well as FDA approved. Laser therapy helps, but do not expect a lot from it, maybe some healthier hair growth and other tiny benefits, but that's about it.

Thanks for your comment, I really hope so! It can be rather discouraging, as over the years I had not specifically measured the extend of balding but it has definitely further receded.
The fine baby hair that appears among the long bunches also scare me, as I still wonder if they are new growth or what I am about to lose... :/
So I guess the answer is to start Propecia ASAP regardless of where I am at with the 3rd phase of laser treatment, expect more shedding and hope for stronger hair to re-grow?
