What the difference in regrowth topicals and other topicals?

I have read this forum quite alot, but I really dont understand whats the difference between the topicals..I see some that could regrow and other that only can maintain the hair you got..

Could anyone explain the difference in the topicals? Is minoxidil a regrowth topical or just maintain topical? and who are the regrowth topicals?
