I'd like to know if inflammation is the cause of oily scalp and therefore hair. If so, why does your scalp get inflamed?

Excessive secretion of sebaceous glands causes your hair to look oily. Hi guy;

it is important to take in account not only the amount of sebum but its physicall and chemical, even biological, properties because passing the time change abruptly. Ex. Hardeness, viscosity, accidity, compositíon btw.
