Its not really surprising if one twin in each pair is a celebrity, as celebrities use all sorts of concealers or wear hair pieces. Many celebrities are on finasteride, and they can afford to see the very best hair transplant surgeons. Also, in cases where the twins are not identical, it would be fully expected that their natural hair loss patterns would be different, as they share only 50% of their genes, unlike identical twins who are genetically identical.

These two are identical twins and Rami seems to have better hair (not noticable to a non-norwood spotter). Look at the temple points, Rami has it, Sami not so much.
