Turning Vellus Hairs Into Terminal Hair, Is It Theoretically Possible?

I am not talking about normal post minaturization vellus hairs. Forgive me if this thread is stupid, but I see a lot of white vellus hairs throughout my forehead, and everywhere on my body for that matter.

Would it be theoretically possible via some future treatment to turn any vellus hairs into a terminal ones? Like for example when people are using minoxidil to grow beards on their faces. This would allow people to lower their hairlines in places where there was never any hair in the first place

Maybe in the future they will have something that is very effective at blocking the AR receptor from androgens without any possibility of side effects. Have something that stimulates stem cells into creating more epithelial and dermal cells to form hair. Increase ATP production in those cells for better communication and proliferation. Create a potent inflammatory reducer to stop the negative immune response. Reduce growth factors that contribute to hair loss and increase growth factors that lead to hair growth. Increase the amount of fat and moisture in skin tissue to stop fibrosis and add flexibility to the skin. Increase vasodilation and find a way to form new blood vessels. In the future maybe there will be one pill or one topical that does all these things and more or the regimen will be cheap. With today’s technology I believe all these areas could be accomplished but it would cost a person thousands of dollars every month. It makes me wonder if the cure already exists and maybe the only thing left to do is combined chemistry, biology, and technology?
