Can hair be transplanted into an area where it's gone bald? Like parts of your hairline where only really thin, small hairs are visible, or none at all?

Well that's what I would've thought but i'm sure i've heard/read somewhere that it can't be transplanted where the follicle has closed up and you've gone bald.

And also, when i've seen pictures of transplant patients, why have they never had their hairlines restored? They just seem to thicken the parts where they already have hair.
