I read about this here: https://www.forhims.com/blog/finasteride-vs-dutasteride-which-is-better-for-preventing-hair-loss

From the original study, here: https://www.ncbi.nlm.nih.gov/pubmed/15126539

The mean percent decrease in DHT was 98.4 +/- 1.2% with 5.0 mg dutasteride and 94.7 +/- 3.3% with 0.5 mg dutasteride, significantly lower (P < 0.001) and with less variability than the 70.8 +/- 18.3% suppression observed with 5 mg finasteride.
This is what stood out to me. I get that the big difference between dutasteride and finasteride is that the former blocks more DHT - but it also has less variability as well.

5 mg finasteride still has 18.3% variability. I'd like to know what 1 mg finasteride has in terms of variability.

Perhaps there are some unknown factors that impact how effective finasteride and dutasteride are for people - which explains why some are non-responders.
