When it starts with "Study reveals" it is always some borderline statistically insignificant change which was observed in vitro or in mice.

It didn't even do that. Here's the press release. They just used one of the chemicals used in french fries and other foods as the substrate when culturing hair germs. The chemical itself doesn't grow hair. The clickbait news articles are like saying DMSO grows hair when a study uses DMSO as the vehicle.
