Oxandrolone and turinabol are less harmful to hair than most other steroids, but dutasteride / finasteride won't protect hair from them. RU is an androgen antagonist so it will. Setipiprant should also help to protect the hair.
Some ideas:
oxandrolone / turinabol cycle:
oral seti, topical RU, dutasteride 0.5mg/day
test + oxandrolone / turinabol cycle:
oral seti, topical RU, dutasteride 2.5mg/day (with loading phase to get blood levels to steady state first)
With enough dutasteride, I would think a test only cycle would be safe.
