Yeah, probably everyone who don't have NW0 will progress further at some point in life. NW1 isn't "mature hairline", it's just start of male pattern baldness. However the proggresion might be so slow that guy won't manage bald completely before death

This is example of man who probably doesn't have male pattern baldness gene at all - judge Napolitano. He's Norwood -1 at 62, so I doubt he'll start balding:

Another example of crazy low hairline is Steven Gerrard. This guy has no forehead, and soon his hairline will meet his eyebrows. But I gotta say it suits him, and he doesn't look stupid like Napolitano or Ryan.

However Napolitano beats everyone. I've never seen lower hairline.
