Rogaine @ front of head

Hey, so I just ordered some Rogaine online, and was reading up on it, and it says that it's not meant for regrowth at the front of the head. Does it just not regrow your hairline, or does it just magically not work at the front of your head for some reason?
Just wondering, because I have a little bit of diffuse balding all over the top of my head, including up at the front, although my hairline is still fine.
Just curious if the rogaine will thicken up my hair at the front or if it doesn't work that way.
