This may already be known, but i just had the idea of cutting the proscar on a not so sticky (perhaps 'removable' type) sticky tape. I did it just then on some sticky tape and it just helped by holding it in one spot whilst you cut it so it doesnt go flying off and/or crumble into powder as much.
I am new to cutting it and it helps a bit, though i know most are vets when it comes to cutting and have already got the cutting skill, but yah if you have problems cutting give this a go and see if it works for you.
