Why do you say that? Bench press uses delts, pectorals, lats & triceps. Plus strong core muscles to keep tight throughout the movement. Most anyone that holds a bench record also competes in squat & DL.
I have seen videos of super short armed fat guys that can bench about 1,000lbs, but that breed is few and far between.
I know we're talking about benching, but check this vid out. Andrzej Stanaszek squatting 616lbs.

Squat - 661lbs - 6x his bodyweight
Bench - 402lbs - 3.65x his bodyweight
Deadlift - 325lbs - 2.96x his bodyweight
All done at a bodyweight of 110lbs. Like I said, ROM.
