Propecia=Type 2 Inhibitor:Hair Follicles/Skin=Type 1

I dont understand the effectiveness of propecia. Surely a type 1 alpha reductase inhibitor would go a lot further in helping us regain our hair than a type 2. Why inhibit the most alpha reductase in our prostates, when we could inhibit the most alpha reductase in our scalps

Can someone explain to me where my logic is flawed?
