This is a very old claim. To my knowledge, never proved in any way. Polysorbate is a surfactant and the claim is that it "cleans" the hair follicle of its DHT!

Polysorbate 80 is a cleanser that is found in many commercial hair products. It was one of the main original ingredients in the Helsinki Formula. Polysorbate 80 cause the release of histamine which is thought to be the main mechanism by which it promotes hair growth.

but can seems to find testemonials about the product

I don't use the shampoo - but I have a lifetime supply of straight Polysorbate 80 (hit a 3 for the price of 1 sale at puritan.com) - so I use it whenever I have 20 minutes spare before any given shower.

It's also one of the ingredients in minomuck which I use daily.

Polysorbate 80? No help.
