please answer what does percentage (%) of minoxidil mean?

i see usually monix are 5% but then there are 6% 10% and even 15%
does higher percentage means higher dosage? like more concentrated?
does it mean it has a better chance of regrowing hair?
what's the difference as effectiveness wise and side effect wise?

please help me to get these questions answered
