well the official sources say that you should wait at least 12 months before you can make an honest examination on whether propecia worked or not...
the hair that you're shedding will probably grow back, so you should wait.
propecia never loses its effectiveness(at least not within first 5 years), so even if you're STILL LOSING HAIR, the rate of your loss is certainly much slower on propecia... if that's not enough add minoxidil or start using dutasteride instead of finasteride
