Oral Minoxidil And Sulfotransferase

I know that topical minoxidil is only effective in 30-40% of people who tried it bc of the lack of sulfotransferase. Does oral minoxidil need this enzyme to become active? And if you respond a little to minoxidil, does that mean you’re a responder? I have seen pics of results from topical minoxidil and it’s amazing while my results have been minimal at best.
