New Terminal Hair Won't Grow In Length

Brief history:
-I have diffuse thinning on top, and a visible M-shape recession on hairline (somewhat diffuse). I was rated NW3V by Dr. ******** from the consultation in person back in Jan/2016.
-Been on Minoxidil for many years (no success). I added Finasteride and dermarolling to the regime approx. 20 months ago.
-The moderate gain started 4-6 months after Finasteride and dermarolling were added. The maximum gain seemed to have peaked around 12-months mark. Since then there has been no further gain but the treatment seems to maintain it (fingers crossed).

My hairline now has a notably better appearance compared to Jan/2016, with some regrowth filling up the M-shape region which was previously almost shiny-bald. The shape is still apparent, but with a more diffuse thinning appearance rather than completely bald.
I have long hair. The newly grown hair (what appears to be terminal, as dark as the rest) simply will not grow further in length than around 1.5cm. As I pull the hair back on the hairline, you can see the new short bits sticking out (which I'm still thankful for).
My understanding is these hair have different cycles, with much shorter anagen phase, so they fall out (and hopefully be replaced again) before they reach any further length....
Can anyone suggest any additional treatments which may help these hair grow longer?
