Maybe it's the date it was packaged? I don't think it's an expiration date and I'm not sure if Folligen has one, but I think the stuff probably would be good for a while.
It's not an expiration date. Skin Biology has stated that they have tested product as much as five years old and it is still effective. I believe that is the packaging date.
