We know androgens cause hairloss. There are cases of twins where one was castrated and one was not. One went bald and one did not. So all androgens play a role in hairloss. DHT is the strongest as we all know but testosterone, and many others all do cause hairloss to some degree. So finasteride raises testosterone so really hairloss should keep going at a slower pace. Why have we not made a treatment that lowers all androgens instead of constantly talking about dht?

Obviously because we need androgens! Being DHT the most damaging one to hair and at the same time the one that we need less makes it the target to hairloss medications.

depends on how bad your genetics are.

if it's aggressive in your family, and you are destined to be bald by 21, it'll slow it down, but you may still lose.

if say the balding typically starts in your family around age 30, and progresses slowly each year, you have a good chance of slowing it down to the point where it's barely noticeable.

and then there are some of the really lucky people who halt the hairloss right in its tracks.
