er... if you mean cut it horizontally then surely one of the hairs won't be nourished because it won't have a root, so it will die.
if you mean cut it vertitically, then i think this is what dr. gho was promoting - but he has since gone awol and his work is generally considered that of a charlatan. i think it was called FM - follicular multiplication - do a search on it.
