In my opinion, no. I think it's possible to make a very good and persuasive argument that circulating DHT has only a relatively minor effect on hair follicles. I think locally generated DHT (DHT produced by the hair follicles themselves) is much more important than serum DHT. If you can stop that local generation of DHT within hair follicles with an effective topical 5a-reductase inhibitor, I think you're well ahead of the game.

I doubt it. I used revivogen, which contatins azelaic acid, only for a while. I started to loose my hair again after about three months. Though this could be because of I also stopped using minoxidil - but the people at revivogen said that it would be able to keep the hairs gained from minoxidil (as if!)
