Inhibiting 5ar Type-1 On The Sebaceous Glands

Lots of 5AR Type 1 enzymes are found in the sebaceous glands, which is responsible for producing sebum to condition the hair, and it's vita for the hair follicles. Does inhibiting type 1 prevent the sebaceous glands from producing sebum to nourish the hair follicles? Or is the DHT the enemy that is responsible for preventing the sebaceous gland to do its job?

If your hair is oily, does it mean there is too much sebum on the scalp?
