If I apply Rogaine to an area with no hair can it spread?

I want to exclusively use it on my receding hairline and possibly also my crown but don't want to risk shedding on the rest of my scalp which is holding well. I am afraid of this because there is a chance I will cease use if I get side effects like bloating or dark bags or if I get no results, and in that case would be worse off if I shed and stop without waiting for the hair to come back.

It is supposed to spread under the scalp about 1/2 inch, unless you dump a lot on your skin, in which case it can overflow into the blood stream and give you body hair growth. That is why they say 1mL 2x per day, but I've gotten away with 8mL per day without side effects.
