Is there any way someone could invent some thing closer to "filling agent" which sticks to the hair follicle and closes up the "hole" which the hair sprouts out from thus "securing the hair to the skin and prevents it from falling out...

If there was such a thing, the hair would eventually dry out and wither away to a dull lifeless string hanging from your head.

It needs to grow and be replenished.

Anyone who has ever worn a rug knows how poorly this theory would work. After six months or so, hair really starts to fray and look like sh*t. You would have to wash all the hair off, exposing your thinning, and then allow new fresh hairs to grow back into position to be re-glued to the scalp.
