I am 99.9% sure you have male pattern baldness. I would start finasteride only if this was the case, either 1mg or 1.25mg daily is good. Pics would help for a definite confirmation of your balding

Hard to tell from your pic, but from your description I would go with balding.

Start Finasteride only and nothing else. You can start Nizoral shampoo too if you want but make sure you only use nizoral twice weekly. finasteride is very effective and you probably won't have to worry about you hair either ever again or for quite a few years

You can get finasteride cheapest via Proscar or Finca on all day chemist website. Buy a pill cutter with it and split the pills into fourths and take a fourth daily. This is because they are 5mg pills and you don't need nearly 5mg
