How can we tell if hair will terminal or not?

I see a lot of small hairs on my hairline, but they have been like that for at least two weeks.
It would be incredible if even half of them turned into terminal hairs. Is there any way we can know this conversion rate?
I hate seeing baby hairs that give false hope.
