Have Finished 28 Days On minoxidil And I See Very Tiny Hair At The Temples, Can That Regrow?

I honestly don't know, those tiny hairs might have been there before and i didn't notice. I remember I had just shaved everything off upto the point of miniaturization upto NW2.5. I am on minoxidil 5% and finpecia (cipla kumrek). There seem to be tiny hairs upto NW1 area which looks kinda like barely grown hair on a baby and a little thicker at some parts. Can it all come back in a year?
